Princess Health and Wellness coalition in Perry County, where life expectancy is state's lowest, gets funding from Foundation for a Healthy Ky.. Princessiccia

The Foundation for a Healthy Kentucky has funded the Perry County Wellness Coalition's three-year plan to encourage fitness and better nutrition in school-age children, "Kids on the Move!"

The wellness coalition will receive $144,450 from the foundation this year, matched by $124,944 from the community, to increase access to physical activity and provide healthier food options and nutrition education. Perry County has the lowest life expectancy in Kentucky.

"Our children are the most valuable resource we have," said Gerry Roll, executive director of the Foundation for Appalachian Kentucky, which is serving as fiscal agent for the coalition. "It's the best investment we can make as a community partner."

The health coalition will work with local schools to implement physical activity and nutrition-policy changes, collaborate with local farmers' markets for a strong farm-to-school component, and coordinate with other community agencies to create a lasting and collective impact.

The project also will implement best-practices nutrition and exercise programs in schools, support community gardens, summer feeding programs, and a "Farmacy" program to increase the purchase of healthier produce at farmers' markets and local grocery stores, among other changes to be coordinated by the agencies in the coalition.

The Appalachian Regional Healthcare hospital in Hazard will be the administrative hub for the coalition, providing leadership and sharing its expertise in promoting community health. "We have already begun these efforts by providing fitness fairs and health screenings to over 20 schools in our service area and reaching a little more than 2,500 middle school and high school age kids this year alone," said Hazard ARH Community CEO Dan Stone said.

The coalition is among seven Kentucky communities funded by the foundation's "Investing in Kentucky's Future" initiative, which is spending $3 million over five years to fund communities working to improve the health of their school-aged children. The other groups are in Breathitt, Clinton, Grant, Jefferson and McLean counties, and in Boyd and Greenup counties. Perry County was in the original announcement and recently completed its detailed plan. It shares with Breathitt and Wolfe counties the state's lowest life expectancy, 70 years.

Nutrition labels on food products will undergo a facelift over the next two years.

The U.S. Food and Drug Administration finalized plans Friday to change labeling to emphasize calorie count and added sugars in an effort to simply nutrition labels and clarify serving sizes.

First lady Michelle Obama, a longtime crusader against childhood obesity, said parents will benefit from the upcoming changes.

"You will no longer need a microscope, a calculator, or a degree in nutrition to figure out whether the food you're buying is actually good for our kids," she told The Associated Press.

The overhaul puts less emphasis on fats and more on caloric value and added sugars. Calories on upcoming labels will be listed in larger font than other nutrient facts. Added sugar will get its own line, separate from naturally occurring sugar.  Currently, both added and naturally occurring sugars were lumped under one category, "Sugars."

New labels will also include a new "percent daily value" for added sugar, which will tell consumers how much of their recommended daily intake they will get from a given item. The FDA recommends consuming less than 10 percent of total daily calories (200 calories in a typical diet) from added sugar.

"The new labels should also spur food manufacturers to add less sugar to their products," Michael Jacobson, president of the advocacy group Center for Science in the Public Interest, told AP. He said that under current labeling, it's nearly impossible for consumers to know how much sugar fits into a reasonable diet.

The footnote will better explain what "percent daily value" means. It will read: �The % Daily Value tells you how much a nutrient in a serving of food contributes to a daily diet. 2,000 calories a day is used for general nutrition advice.�

Serving sizes will also be clearer. The biggest difference will be that serving sizes will be based on what consumers typically eat instead of what they should eat. About one-fifth of foods will undergo revised calculations. For example, a serving size of ice cream will be 2/3 of a cup; previously it was a 1/2 cup.

If you've ever been duped into consuming more calories than you intended, or tried to calculate exactly what fraction of a slice of pizza constitutes a serving size, you're in luck. Package size affects what people eat, the FDA noted. So, products that were previously between one and two servings, such as a 20-ounce soda, will be labeled as a single serving, since consumers generally eat or drink the entire contents in one sitting.

Larger containers, like pints of ice cream, will have dual column labels: one column with information for a single serving and the other with information for the entire container.

Labels will also include two additional nutrients: potassium and Vitamin D.

Industry reaction was predictable. A representative for the Sugar Association told AP that emphasis on added sugar could confuse consumers, but other industry leaders welcomed the changes.

"This update is timely as diets, eating patterns and consumer preferences have changed dramatically since the Nutrition Facts panel was first introduced," Leon Bruner, of the Grocery Manufacturers Association, told AP.

Most food manufacturers have until July 2018 to comply. Smaller manufacturers will have an additional year.

The FDA proposed the changes two years ago. They are the first major update to nutrition labels since labeling was introduced in 1994. So far, more than 800,000 foods have nutrition labels.

Kentucky school officials are concerned about a proposal by Republicans in the U.S. House that would make it harder for schools to offer free meals to all students using federal money.

The House is considering changes to the 2010 Hunger-Free Kids Act, now in its second year, which allows schools who serve a high-poverty population to offer free meals to every student.

Instead of collecting individual applications for free or reduced-price meals, the Community Eligibility Provision uses data that illustrates how many students in a given school may be "food-vulnerable": how many students live in households that receive government assistance, live in foster care, are homeless, and other similar criteria.

Under current CEP rules, schools with greater than 40 percent of students who qualify as food-vulnerable are eligible to offer free meals to all students. A bill approved May 18 by the House Education and Workforce Committee would raise the threshold to 60 percent, forcing schools between 40 and 59 percent range off the program.

"Proponents of community eligibility say it spares schools from paperwork and administrative burdens, and that it allows low-income children to eat free meals without the stigma or red tape of particpation in the free meal program, which is often a barrier for participation," Evie Blad reports for Education Week. "But Republicans on the committee said the provision is wasteful, potentially allowing children from higher-income families access to free meals."

The change could affect more than 350 Kentucky schools. Kentucky has 804 schools eligible to offer free meals under current CEP rules, according to the Center on Budget and Policy Priorities. Under the proposed bill, only 441 would qualify, according to the center.

More than 10,000 students at 17 public schools in Lexington alone would be affected, according to the Lexington Herald-Leader reported. More than 190,000 students statewide could be affected, the Herald-Leader said.

Nick Brake, superintendent of Owensboro schools, told Keith Lawrence of The Messenger-Inquirer that he is hopeful that his district will be spared cuts.

"I have been working with Congressman (Brett) Guthrie�s office on this issue," Brake said. "We are still looking at the overall numbers, but our district average is 63 percent, so it looks favorable that we will be able to continue to provide the benefit of this vital program in the future."

Muhlenberg County Supt. Randy McCarty told Lawrence he thought his district would still qualify. "Once a district goes CEP, it stays in place for four years," he said.

Hopkins County, which recently expanded its use of free meals to all public schools, faces uncertainty if the changes are passed.

"I have no idea if school districts will be grandfathered in, or how Congress will write everything, but I am afraid that if we don't jump on this now, we may not get this opportunity again," Michael Dodridge, food services director of Hopkins County schools, told Laura Buchanan of The Messenger in Madisonville. "I would hate to pass this up."

People who eat a lot of fast food have higher levels of chemicals that "have been linked to a number of adverse health outcomes, including higher rates of infertility," especially among men, Roberto Ferdman reports for The Washington Post.

Researchers at George Washington University in Washington, D.C., say the connection could have "great public health significance," Ferdman writes. "Specifically, the team found that people who eat fast food tend to have significantly higher levels of certain phthalates, which are commonly used in consumer products such as soap and makeup to make them less brittle. . . . The danger, the researchers believe, isn't necessarily a result of the food itself, but rather the process by which the food is prepared."

Here's how the study was done: Researchers analyzed diet and urinalysis data for nearly 9,000 people, collected as part of federal nutrition surveys in 2003-2010. "Food eaten at or from restaurants without waiters or waitresses was considered fast food. Everything else � food eaten at sit-down restaurants and bars or purchased from vending machines � was not," Ferdman writes. "The first thing the researchers found was that roughly one-third of the participants said they had eaten some form of fast food over the course of the day leading up to the urine sample collection," which fits with government estimates.

People who said they had eaten fast food in the previous 24 hours "tended to have much higher levels of two separate phthalates," Ferdman reports. Those who said they ate only a little fast food had levels 15 and 25 percent higher than those who said they had eaten none. "For people who reported eating a sizable amount, the increase was 24 percent and 39 percent, respectively. And the connection held true even after the researchers adjusted for various factors about the participants' habits and backgrounds that might have contributed to the association between fast-food consumption and phthalate levels."

The study was reported in Environmental Health Perspectives, a peer-reviewed journal funded by the National Institutes of Health.

"There is little consensus on the harms of phthalates, which are widely used in commerce and give materials such as food packaging added flexibility, except that exposure to them is widespread," Ferdman writes, citing the federal Centers for Disease Control and Prevention. "But there is growing concern that the chemicals could pose a variety of risks, particularly when observed in the sort of levels seen in the study."

Noting several other studies, such as those linking the chemicals to diabetes and allergies, Ferdman reports, "Many governments have moved to limit exposure to the industrial chemicals. Japan disallowed the use of vinyl gloves in food preparation for fear that their use was compromising health. The European Union, which limits the use of the chemical, has been nudging manufacturers to replace it. And the United States restricted its use in toys."

So, why do people who eat fast food seem to have much higher levels of these chemicals? That is unclear, Ferdman writes, "but it's easy enough to guess: the sheer amount of processing that goes into food served at quick-service restaurants. The more machinery, plastic, conveyor belts, and various forms of processing equipment that food touches, the more likely the food is to contain higher levels of phthalates. And fast food tends to touch a good deal more of these things than, say, the food one purchases at a local farmers' market."

Ferdman concludes, "It certainly seems as though eating fast food is more toxic than avoiding it, and not for the obvious reasons." He quotes Marion Nestle, the Paulette Goddard professor of nutrition and food studies at New York University: "Traditional fast food was never meant to be daily fare, and it shouldn�t be," said  "It�s too high in calories and salt and, as we now know, the chemicals that get into our food supply through industrial food production."

The public is invited to a discussion about sustainable food systems at the 2016 Food Studies Symposium at the University of Kentucky April 7 to "share current learning, build collaborations, identify opportunities, stimulate research and envision an interdisciplinary foods program," a UK news release says.

The panel discussion, "Building a Campus-wide, Multi-stakeholder Initiative/Program on Sustainability and Food Systems Studies: Learning from Our Leaders in the Field," will be held from 3:30 to 6:30 p.m. Thursday, April 7 in the E. S. Good Barn, followed by a reception.

"Participants will help shape the future of food systems studies at the university," says the release.

Invited speakers include Peggy Barlett, faculty liaison to Emory University's Office of Sustainability Initiatives; Tom Kelly, founding executive director of the Sustainability Institute at the University of New Hampshire; and Jane Kolodinsky, former chair of the University Food System Initiative Steering Committee and chair of the Department of Community Development and Applied Economics at the University of Vermont.

Parents in Trimble County are demanding that the county schools stop serving cheese sandwiches to students whose lunchroom accounts are in the red, Kayla Vanover of WAVE-TV in Louisville reports.

"Embarrassing, humiliating and 'flat out wrong' is how parents described the school's policy to take a student's lunch right off the lunch table and toss it because the child's parents had not replenished their account to cover the meal," Vanover reports.

On May 20, Lori Ritchie's daughter "sat down to eat, but her hot meal was thrown away and she was given a cheese sandwich with a side," Vanover reports. "Ritchie said she doesn't blame the workers, but she said the policy needed to be changed a long time ago. Wednesday, a special called public meeting with the school board allowed other parents and community members to voice their opinions on the current policy, in hopes an agreement could be made."

Doug Joyce, grandfather of a student, told the board, "It is bullying. We throw kids out of school or reprimand them for bulling, so why should we let grown-ups bully kids like that?" A board member, unidentified in Vanover's story, said "We don't want any child to be embarrassed or receive an alternative meal, so we are really going to beef up the communication."

The higher school-food standards required by the Child Nutrition Act expire this year, and Republicans are continuing their efforts to roll back some of them. Democrats and advocates of the standards used a student cooking event on Capitol Hill to generate support for the standards, apparently to counter arguments of some school nutrition directors that some of the healthier options are more difficult to prepare and serve.

In the final competition, the top nine high-school teams served their winning dishes to lawmakers. The dishes had to follow their cafeterias' budgets and the national standards: To win, students had to include products rich in whole grains, low in sodium and a half-cup of fruits and vegetables, Whitney Forman-Cook reports for Agri-Pulse, a Washington newsletter. She doesn't list any of the dishes, but they're listed with the winners on the "Cooking Up Change" website of the Healthy Schools Campaign.

Sen. Debbie Stabenow, D-Mich., hosted the event. She said that she and Senate Agriculture Committee Chariman Pat Roberts, R-Kan., who has vowed to roll back some of the standards, have been discussing the issue, and she would like to pass a bipartisan bill by Sept. 30, when the current law's authority ends. One standard Stabenow doesn't want to compromise on is the requirement for a half-cup of fruit and vegetables; Michigan is a big fruit and vegetable state.

Stabenow said the Department of Agriculture "is very willing to work with schools where there are issues" in meeting nutrition requirements. (Read more)

A group of 700 physicians and other health care professionals sent a letter of strong endorsement to the secretaries of the Department of Agriculture and the Department of Health and Human Services praising the recommended federal dietary guidelines that emphasize eating less red and processed meat, Whitney Forman-Cook reports for Agri-Pulse, a Washington newsletter.

The letter said the �shift toward a more plant-based diet� in the Dietary Guidelines Advisory Committee's recommendations is a potentially �powerful tool for health promotion� that would help reduce healthcare costs, Forman-Cook writes.

�Three of the four leading causes of preventable death, heart disease, cancer, and stroke -- are diet-related,� the letter reads. �Heavy meat consumption, especially red and processed meat, is associated with increased risks of heart disease, diabetes and some cancers, while plant-based diets are associated with decreased risks of all three.�

They also noted that 75 percent of U.S. health-care costs and diminished labor supply and worker productivity is caused by chronic and preventable diseases, costing the country "$1 trillion in lost economic output and billions more in rising healthcare cost," Forman-Cook writes.

For the first time, the guidelines include environmental standards and sustainability language. Agriculture Secretary Tom Vilsack "has not said he is opposed to including sustainability concerns in the final guidelines," Forman-Cook writes. He told her that "he would be personally involved" in writing the new guidelines, keeping them "narrowly focused on nutrition."

U.S. meat producers and many farm organizations have pushed back against the recommendations and the sustainability language.

The health-care professionals also endorsed the DGAC's recommendations on sustainability and calls for the DGAC to "explicitly" list the "common names" of foods in the guidelines and identify appropriate "non-animal protein sources" to help consumers modify their eating habits.

The guidelines, which are revised every five years to reflect advancements in scientific knowledge, are used to guide federal nutrition programs, including school meal standards, and to inform consumers. They are expected to be published later this year.

Many people think exercising and eating properly are interchangeable, but a paper by Edwards Weiss, associate professor of nutrition and dietetics at Saint Louis University, asserts that exercising and restricting diet results in specific and cumulative benefits in reducing the risk of Type 2 diabetes. According to the 2013 Kentucky Diabetes Report, 6.9 percent of Kentucky adults have diabetes.

Participants in the study were sedentary, overweight middle-aged men and women who reduced their weight 6 to 8 percent through calorie restriction, exercise or both. Researchers measured their insulin sensitivity levels, which determines risk of diabetes. "Your blood sugar may be perfectly normal, but if your insulin sensitivity is low, you are on the way to blood sugar issues and, potentially, Type 2 diabetes," Weiss said.

The researchers measured twice the improvement of insulin sensitivity in the group of participants who both exercised and restricted their diets than in the other two groups. Weiss notes that exercise helps regulate glucose, even if a person isn't losing weight as a result. The researchers also found that exercised-induced weight loss didn't regulate glucoregulation more effectively than calorie restriction. "What we found is that calorie restriction, like exercise, may be providing benefits beyond those associated with weight loss alone," Weiss said.

Weiss said that though it might seem obvious that a combination of diet and exercise would engender the best results, "there are a lot of people who believe that if they maintain a healthy weight, it doesn't matter what they eat. And others have an appropriate food intake but don't exercise."

Local food experts gathered at the University of Kentucky April 9 to discuss how Kentucky food tradition is changing and how to develop local food culture through businesses and other means.

"From Plows to Plates: A Journey Through Kentucky Foodways" was an event sponsored by the UK Libraries Special Collections Research Center. It included a panel discussion, book signings by local food authors and food samples. Panelists included anthropology professor John van Willigen, author of Kentucky's Cookbook Heritage: 200 Years of Southern Cuisine and Culture; Ouita Michel of Midway, chef and proprietor of several restaurants; Tiffany Thompson, horticulturist and manager of the College of Agriculture, Food and Environment's Community Supported Agriculture program; and Kristy Yowell, marketing manager of the Good Foods Co-Op in Lexington.

"I want to elevate Kentucky food culture way above restaurants," Michel said. "Restaurants are not food culture." She said Kentucky is known for its chain restaurants, such as Kentucky Fried Chicken, but she wants to focus on helping young chefs and small businesses succeed.

Yowell said, "We want to make affordable, healthy food for everyone. That shouldn't be a privilege."

Thompson said Kentucky's history has had a lot to do with tobacco, which is becoming less prominent. He said community supported agriculture, in which local residents agree to buy produce in advance, has much potential. "What can Kentucky agriculture do to positively influence health? Make more vegetables! CSA is growing, and I'm really excited about it."

The college's CSA Vegetable Program allows people to sign up to receive weekly seasonal vegetables throughout the spring, summer and fall. It costs $19 per week for the smallest "share" of vegetables, which is enough for a single person or a couple, said Emma Yetter, who works events and does deliveries for the program.

Associate Dean of Libraries Deirdre A. Scaggs, author of The Historic Kentucky Kitchen, said at the event that her inspiration for the book came from working in the Special Collections Research Center. She found old recipes, many of which were hand-written, and decided to try them out. She collected over 100 recipes, tested them and modified some of the instructions so a modern audience could understand them.

The Department of Agriculture and the Department of Health and Human Services have released proposed 2015 Dietary Guidelines for Americans. The guidelines, released every five years, "provide authoritative advice about consuming fewer calories, making informed food choices, and being physically active to attain and maintain a healthy weight, reduce risk of chronic disease, and promote overall health," says USDA.

It shouldn't come as a surprise that the 2015 guidelines recommend eating healthier foods, while cutting back on less healthy alternatives. "The committee basically recommended Americans take up a diet that is higher in vegetables, fruits, whole grains, low- or non-fat dairy products, seafood, legumes and nuts," Chris Clayton reports for DTN The Progressive Farmer. "We should cut back on red and processed meats and sugar-sweetened foods, drinks and refined grains. And we should be moderate in our alcohol."

Recommended cutbacks of certain foods have not gone over well with those food producers, who met this week to give feedback on the Dietary Guidelines Advisory Committee's recommendations, Clayton writes. The North American Meat Institute argued that "lean meat, poultry, red and processed meats should all be part of a healthy dietary pattern because they are nutrient-dense protein."

Shalene McNeill, a nutritionist for the National Cattlemen's Beef Association, "told the committee that its recommendation to exclude lean meat ignores decades of nutrition science," Clayton writes. McNeill said Americans should be encouraged to eat more lean meat, along with fruits, vegetables and whole grains. Grain, sugar and milk producers also expressed displeasure with the proposed rules.

Most nutritionists have embraced the proposed rules, but say the key is getting people to adopt them, Andrea McDaniels reports for The Baltimore Sun. Among those rules is limiting sugar intake to 200 or less calories, or 10 percent of total calories, per day. Currently, Americans get about 13 percent of their calories, or 268 calories, from added sugar.

"On the flip side, some foods once shunned are now accepted," McDaniels writes. "Research has found that cholesterol-high foods are no longer believed to contribute to high blood cholesterol, so people can now indulge in shrimp, eggs and other foods that were once off limits, the panel said. Rather than focus on cholesterol, people should curb saturated fat to about 8 percent of the diet."

The panel also said "up to five cups of coffee a day are fine, so long they are not flavored with lots of milk and sugar," McDaniels writes. "The panel also singled out the Mediterranean diet�rich in fish and chicken, fruits and vegetables, nuts, whole grains, olive oil and legumes�for its nutritional value."

Prince Charles "called for urgent restructuring of local and global economies to save humanity from itself" in a whirlwind visit to Louisville on Friday, James Bruggers reports for The Courier-Journal.

In addition to a speech at the Cathedral of the Assumption, the heir to the British throne briefly participated in a roundtable on health and the environment and a similar gathering about food and agriculture, at which he said people need to become "intimately acquainted again with the food system and nature," as The Courier-Journal put it.

Drinking water is necessary for the human body to work properly. Because one can consume water through drinking other beverages or eating foods like lettuce, tomatoes, oranges and melons, the federal Centers for Disease Control and Prevention does not recommend drinking a particular number of cups per day. However, it does recommend drinking water instead of other high-calorie beverages, especially if a person is trying to remain at a healthy weight, according to the Foundation for a Healthy Kentucky's latest release of information from its 2013 Kentucky Health Issues Poll.

The poll, in October and November, gauged Kentuckians' consumption, sources and opinions of their drinking water. While 24 percent reported drinking eight or more cups of water each day, 8 percent said they don't drink water daily. Thirty-two percent said they drink one to three cups per day, and the remaining 35 percent say they drink between four and seven cups.

About half of those surveyed (52 percent) reported drinking tap water most often, and 39 percent said they drink mostly bottled water. Only 4 percent said they primarily drink well water, showing how extensive water lines have become in rural areas. Louisville-area citizens are more inclined (61 percent) to report drinking tap water than people from other areas, and Eastern Kentucky residents were most likely to report drinking bottled water (50 percent) or well water (10 percent).

Why don't some Kentuckians drink tap water? More than four in ten (43 percent) cite the taste of the water as an explanation. Some also say it seems unsafe (13 percent), that they have access to bottled water (13 percent) or that they believe chemicals are in the water (11 percent).

The poll, co-sponsored by Interact for Health of Cincinnati, has an error margin of plus or minus 2.5 percentage points.

First Lady Michelle Obama is again teaming up with the Education and Agriculture departments to run a nationwide recipe contest to promote cooking and healthy eating by young people.

"Teaching kids to cook is a great way to ensure our children learn healthy habits early in life," a white House press release said. "Research shows that children who help with cooking and meal preparation are more likely to consume fruits and vegetables, and they are more aware of the importance of making healthier food choices.'

The third annual Healthy Lunchtime Challenge & Kids' �State Dinner� encourages students across the country to come up with healthy, original creations. It invites parents or guardians and their children, ages 8 through 12, to create and submit an original lunch recipe that is healthy, affordable and tasty.

The recipe must follow the guidance that supports USDA�s MyPlate to ensure that the criteria of a healthy meal are met. Entries must include each major food group, either in one dish or as parts of a lunch meal, including fruits, vegetables, whole grains, lean proteins and low-fat dairy foods, with fruits and veggies making up roughly half of the plate or recipe.

In celebration of National Nutrition Month, there is no better time to make a commitment to eat more meals together as a family.

Family meals offer a great opportunity to not only spend time together and strengthen family relationships, they are also a great time for parents to be good role models for health eating, Angel Ginn, a registered dietitian-nutritionist in the Academy of Nutrition and Dietetics, said in a news release distributed by Newswise, a research-reporting service.

�Research shows that family meals promote healthier eating � more fruits, vegetables and fiber; less fried food; and often fewer calories,� Ginn said.

Kentucky high-school students rank third in the U.S. in obesity, with 33.4 percent overweight or obese. Elementary and middle school students rank eighth, and pre-kindergarteners rank sixth. Only 11.6 percent of adolescents in Kentucky eat fruits and vegetables three or more times in an average week, according to the federal Centers for Disease Control and Prevention.

Suggestions to add more family meals to the household routine include:
  • Start slowly. Add one more family meal a week to your family's normal schedule. This can be added on the weekends if the weekly schedule is too busy.
  • Plan meals together; make sure everyone has something they like at the meal.
  • Make a  ritual out of setting the table in a special way; for example, using candles or colored napkins.
  • Talk to each other, choosing topics that are positive.
  • No electronics at the table, and turn off the television. Playing background music is a nice way to create a relaxing atmosphere and also signals that it is time to eat.
Ginn also suggested the website Kids Eat Right ( www.KidsEatRight.org) as a resource to help families get on the path of shopping smart, cooking healthy and eating right.

With a federal grant, the state Department for Community Based Services has launched a customer service website to promote healthy foods by assisting the families receiving food benefits through the Supplemental Nutrition Assistance Program, formerly called food stamps.

The portal allows people to check their eligibility for SNAP and apply for benefits with a shorter application that will be followed by a DCBS interview. They can also check their benefit status, report changes and receive electronic notices.

The agency says an online application eliminates any transportation issues a family may have with visiting a DCBS office, and encourages applications. �Modern improvements like this make it easier for families to apply for benefits and ultimately increase access to healthy food,� said Audrey Haynes, secretary of the Cabinet for Health and Family Services, which houses DCBS.

�SNAP helps people of all ages afford healthy food,� said DCBS Commissioner Teresa James. �For some of our DCBS customers, it means the difference between having a family meal or nothing at all. This website makes applying for benefits, making updates or accessing information even easier since customers don�t have to make an office appointment or even pick up the phone to get help.�

Breakfast has been said to be the most important meal of the day, and it can be important in fighting obesity. Policymakers in West Virginia are pushing for breakfast food programs in schools through public-private partnerships, and a new report says similar programs could save $41 billion in federal dollars long-term by preventing obesity. Does this make sense, and does it make sense for Kentucky?

Like West Virginia, Kentucky has a high obesity rate among middle and high school students but has many children who don't always get the food they need to live a healthy life. Kentucky ranks fourth highest in food insecurity among children because 23 percent of Kentucky's children do not always know where they will find their next meal, according to Feeding America�s "Map the Meal Gap" study. A recent bill passed by West Virginia lawmakers addresses the problems of food insecurity, obesity and education simultaneously and serves as the first example for a statewide public-private funding partnership to improve school meals programs, reports David Gutman of The Associated Press. The bill would also require every county to set up a fund to collect private food donations.

The bill aims to require every school to have breakfast food programs so no student goes without it because of costs, says Gutman. Poor nutrition and diet are sometimes issues of cost and income level since healthy foods can be more expensive than unhealthy ones. For example, a bag of 10 apples may costs $4.99, but a package of Little Debbie oatmeal creme pies could be $1.79. A medium-sized apple has 93 calories and less than 1 gram of fat while an oatmeal creme pie has 318 calories and 13 grams of fat.

What does this have to do with obesity? The research-based logic is that a healthy, daily breakfast improves diet and can replace sugary alternatives such as donuts. Eating a healthy breakfast also improves education by combating hunger and aiding concentration and has been found to be associated with overall health and mental functioning. Overall, these factors may work together to improve education and diet, reports Gutman.

Such a program could help Kentucky address the state's problems related to food insecurity, obesity and education, while generating long-term savings. Similar food programs that provide meals to low-income children could generate as much as $41 billion in long-term federal saving by preventing obesity, says a new report from the Campaign to End Obesity.

The report says that the S-CHIP childhood obesity demonstration project, which combines changes in preventive care with community and school efforts to reduce childhood obesity in low-income communities, could prevent a child from becoming obese, saving an estimated $41,500 for an average female and $30,600 for an average male Medicaid beneficiary, says the report.

Three other programs were highlighted as huge cost-savers because they would prevent obesity and related chronic conditions in the long run, which would reduce health care costs and increase wages, says the report. These include increasing obesity screenings by physicians, bringing the Diabetes Prevention Program to scale and covering certain weight loss drugs under Medicare Part D. Preventive health policies aimed at obesity prevention could significantly reduce government expenditures, could save tax dollars and could improve the overall health of Kentuckians.

Think going to gym class drives weight loss, or that breastfeeding protects a child from obesity? Think again, because these are among seven popular myths about obesity myths, according to an international team of researchers.

The seven popular but largely inaccurate beliefs, which lead to poor policy decisions, inaccurate public-health recommendations and wasted resources, were identified by the team led by David Allison, associate dean for science in the School of Public Health at the University of Alabama at Birmingham.

Here are the seven myths:

Myth 1: Small, sustained changes in how many calories we take in or burn will accumulate to produce large weight changes over the long term.
Fact: Small changes in calorie intake or expenditure do not accumulate indefinitely. Changes in body mass eventually cancel out the change in calorie intake or burning.

Myth 2: Setting realistic goals in obesity treatment is important. Otherwise, patients become frustrated and lose less weight.
Fact: Some data suggest that people do better with more ambitious goals.

Myth 3: Gradually losing weight is better than quickly losing pounds. Quick weight losses are more likely to be regained.
Fact: People who lose more weight rapidly are more likely to weigh less, even after several years.

Myth 4: Patients who feel �ready� to lose weight are more likely to make the required lifestyle changes, do health-care professionals need to measure each patient�s diet readiness.
Fact: Among those who seek weight-loss treatment, evidence suggests that assessing readiness neither predicts weight loss nor helps to make it happen.

Myth 5: Physical-education classes, in their current form, play an important role in reducing and preventing childhood obesity.
Fact: Physical education, as typically provided, does not appear to counter obesity.

Myth 6: Breastfeeding protects children against future obesity.
Fact: Breastfeeding has many benefits for mother and child, but the data do not show that it protects against obesity.

Myth 7: One episode of sex can burn up to 300 Kcals per person.
Fact: It may be closer to one-twentieth of that on average, and not much more than sitting on the couch.

The research team also defined six �presumptions" that are generally held to be true even though more studies are needed before conclusions can be drawn, such as the idea that regularly eating versus skipping breakfast contributes to weight loss. Studies show it has no effect.

The same goes for the idea that eating vegetables by itself brings about weight loss, or that snacking packs on the pounds. According to Allison and colleagues, these hypotheses have not been shown to be true, and some data suggest they may be false.

The researchers also identified nine research-proven facts about weight loss. For example, weight-loss programs for overweight children that involve parents and the child�s home achieve better results than programs that take place solely in schools or other settings.

Also, many studies show that while genetic factors play a large role in obesity, �Heritability is not destiny.� Realistic changes to lifestyle and environment can, on average, bring about as much weight loss as treatment with the most effective weight-loss drugs on the market. (Read more)

To encourage child nutrition and healthier school lunches, state Agriculture Commissioner James Comer visited six Kentucky school districts earlier this week. He met with school boards in Owsley, Jackson, Knox, Marion and Metcalfe counties, and visited Green County High School, according to a news release from his office.

Many Kentucky children consume more than half of their daily calories at schools. During a typical school day, 4 in 10 American students buy and eat snack foods and drinks, the Pew Health Group found. More than 23 million children and teens in the U.S. are overweight or obese.

"Children who are overweight and obese are at greater risk of chronic ailments that can damage their quality of life and even shorten their lives," Comer said. "Schools can help students eat better, but many schools simply don't have the resources, the equipment or the training necessary to serve healthy meals on a consistent basis. I want to talk to local leaders about how the Kentucky Department of Agriculture can help."

"Just a small amount of money would enable many school districts to make healthy and nutritious foods available to their students," he said. "The KDA can help these schools wade through federal bureaucracy and find the necessary funding. We can also help with our Farm-to-School Program, which connects schools with local producers who can provide fresh Kentucky Proud foods. That's food for our kids, and it helps local farmers make a living." (Read more)
